This is not a DIY job, you must use a qualified repair shop that has the know how to do the job. What has to be done is to check the cylinders for roundness, then the valves are sent to the plating company, Anderson is the best known of these. The plating process builds up the valves to a little oversize. The repair technicial has to lap them to fit the cylinders exactly. This will make your valves as good, maybe better, than new. Time is probably weeks, depending on how backed up Anderson and your repair shop are. If it is a decent horn, it will be well worth the cost.
