The Regent was the 2nd B&H line after Imperial.

Westminster was the 2nd Besson line after New Standard.

I have never noticed any differences beyond the bell stampings between the two makes (of course the New Standard line had the (in-)famous sloping profile buttons and caps.

The Regent and the Westminster now are conglomerated into the 700 series, which used to be British made, but the recent turmoil of B&H is mostly beyond my knowledge.

The 600 series mostly was cheap Malta made cornets and trombones. I even have seen proof of a 400 series Taiwan made cornet having existed at some time (the proof not presented here:

Of course I am digressing from the main topic of this thread, but I stall because I am uncomfortable with the Regent tuba in question (hopefully illustrated above here).

When British low brasses have the tuning slide in the leadpipe I get suspicious (aside from with the older models with the piston stems over the top bow and the older odd tubas with the valve tubing sitting on the backside of the body). That leadpipe placement to me says Low Quality and Hardly Made In the UK. (And wartime production of instruments was hard for B&H, as they were "drafted" for making the fuel supply tubing for the Spitfires and other fighter planes).
