I can't speak to the intricacies of tuning or construction costs but I do know from first hand experience I prefer to have the tuning slide before the valves simply because of condensation, a.k.a. "spit". On my Bb horn the tuning slide is after the valves and is the only slide with a water key, hence during performance/practice I frequently need to pull all of the slides (except the tuning slide) completely out and dump water. I also am plagued with a wet lap due to moisture dripping from the bottom of my valves. If my tuning slide was before the valves, I'm sure wouldn't have anywhere near the problem with water.
