Hey folks, Carl WILL be the source for any info on this subject. He is a serious "home brew" tuba (and other stuff) maker-enhancer, and spends a lot of time walking in on and visiting with various European manufacturers. He has held the un-assembled branches of most all of the various tubas in his hands, and has walked though the metal shavings of valvesets being made right in front of him.

More often than not, American music stores have little or no idea about the actual sources of the parts of the European instruments that they are selling, but rather mostly just the names of the guys who wholesale the tubas to them. Music stores' answers to your questions along these lines are quite often guesses, which are delivered to you in a very authoritative tone of voice, or that are guessed in the way that, perhaps, they think you would like for the answer to be.
