My understanding of point 2, is that, as a rotor gets worn over time, some up and down motion of the rotor can result because of the wear to the tapered spindle. By having a screw to force up this spindle, this is alleviated. The screw is of not much use on a new instrument, but can be very useful as the instrument experiences wear.
