chances are miles davis didn't mean that he couldn't hear fast notes. what he probably meant, in that this would actually make sense, is that what he heard in his head, his image of the music, did not include alot of technical playing. what miles says has nothing to do with what you're talking about. if notes aren't speaking like you say after lots aof slow practice then i would guess that you're not ready to play this peice. so try the rest of the arban book first. legato, articulation, interval and scale study until you puke.
