Rudolph Wurlitzer operated in Cincinnati from 1856 to 1914 and in Chicago from 1865 into the 20th century. They were are good sized musical instrument dealer through the late 19th century, supplying many Civil War instruments. In 1872 Rudolph's brother, Anton joined the company and they began using the name "Rudolph Wurlitzer & Bro." Then in 1890 they were incorporated as the Rudolph Wurlitzer Co. In 1912 Rudolph's son, Howard, took over the company. They are the same Wurlitzer that is known today primarily for their organs.

Based on the engraving I would say that your instrument was made between 1890 and 1914. They didn't make any brass instruments as far as I can tell, but they used many different European and domestic companies to make instruments with their name. I believe that the perfection brand would have been one of their European imports.
