USPS WILL take packages greater than 108" and less than 130", but they charge an extra oversize fee. They even describe this on their web site. I have shipped packages up to 130" with them, and within the local shipping zone the oversize charge was less than $30. Cross country the extra charge can run around $100. Either way, it is very unlikely to be able to pack a tuba, especially in a case, so that it is under 130 dimentional inches.

FedEx will also take packages up to 150 lbs and 130" length + girth using FedEx ground service.
