I don't fly as much as I used to, but in the half a dozen times I have flown since 9/11, the $20 has worked fine three of those times getting a skycap to check my Walt Johnson medium case and a suitcase. The other times, I did an e-ticket check-in, and nothing was said when the counter person took the horn away.
Just lucky, I guess.
