I'm not sure I fully understand your question. A lip slur is the process of crossing a partial. Flexibility often times refers to one's ability to do this. As for "adaptablity" to the tuba, most players (including myself) spend a significant amount of time doing them. It's like weight-lifting for your chops; it not only increases flexibility, but can help improve/extend your extreme high and low ranges. My personal pedagogical opinion is that everyone should do as much of this stuff as they have the patience for. You get out of it what you put in. I hope this clears things up. Maybe some other people can chime in with comments/criticisms of what I've said.
