I would suggest that most of those band directors don't know why they prefer a bad tuba to a good sousie. They think tuba is best because everyone else does. Few of us, even we who play the tuba, have a clear "view" of how a particular player in a particular hall on a particular piece will sound on tuba vis-a-vis sousaphone.
