I assume that this is a BBb, front action tuba with a detachable upright bell. If so it is a model number 2341. The serial number dates it from the early 1980s. You can often find these used for between $2000 - $2500, depending on condition. In the condition you mentioned the value is at the low end I mentioned, or below, possibly as low as $1500. At one point more of these tubas were made each year than any other model or brand, at least that's what UMI claimed. A brand new King 2341 sells for around $3500, so it sure isn't worth $4000.

I can't figure out the brand of mouthpiece you mentioned, but a 24AW is a pretty standard sized, cup shaped mouthpiece. King shipped a Benge 24AW with my King 2341 when I bought it new in 1993. It's a good all around size, but I personally prefer a more funnel shapped mouthpiece.
