That's right - "The Masked Tuba Player" - performed by Telly Monster. Saw this Sesame Street one hour TV movie with my 3 year old niece. It's a take off on Zorro and the Masked Tuba Player shows up for people in need and saves the day by playing the Tuba which makes everyone happy! Don't know who really plays the Tuba part, but assume it's not a puppeteer.
The Masked Tuba Player also has a regular recurring role on Elmo's World. My niece really enjoys the Dixie Power Trio cd I gave her and told her mother the tuba playing is done by Larry the Cucumber from Veggie Tales. I guess Andy Kochenour has been just lip synching all these years! Three year olds have an amazing view of the world.
