The term is commonly used in reference to three different devices. One is a part of the attachment for tubas with interchangeable bells. The bell ring is the portion of the attachment interface that is installed on the bell.

The term is also sometimes used for the garland that is installed on the bell rims of many German tubas, though I personally prefer "garland" and think it better describes what it does (which is mostly to decorate).

And then there are a few horns that have stiffeners installed in them to manage problem-causing vibrations in the brass. The Meinl-Weston 2165 has a bell ring, as mentioned in a thread below, and presumably where you saw the term. This could be any relatively stiff ring of brass that is applied to the bell to affect the way it vibrates.
