Get them out now. There's always a chance of nerve damage. Would you rather take that chance now when you're young, or wait until you've invested more of your life in a tuba career? That may sound harsh, but seriously, the surgery is probably easier now, you'll heal faster than when you're older, and in the small chance there are complications, you're at an age where you can change directions if you HAVE to.
I had mine surgically removed when I was 16, before they even started growing. No problems, just 2 weeks off of playing.
