The neck and bits should follow the curvature of the instrument.

The bits receiver in the neck should be off to the player's LEFT, and the two tuning bits should approach the player FROM the left.

Many try to make things work backwards, and struggle.

Once you straighten things out, everything will have the possibility, through minor adjustments, of lining up with your mouth.

In addition, the sousaphone in relation to your body will be more front-back oriented rather than left-right oriented.

The exception would be if the lower mouthpipe tube (comes out of the first valve) has been replaced by a repairman and installed at a very odd angle.
