You sure "J.W.D." isn't "J.W.P." as in J. W. Pepper? That would be my suspicion. It would not preclude the possibility of it being made by F. Besson, Paris. It is certainly a French design, but then at that time all top-action saxhorn tubas with Perinet pistons were at least in large measure French in inspiration.
