Steve, I think this might be what you are looking for. When I polish my silver euph, I don't care what silver polish I use, if there is any tuning slide grease, or valve oil on the surface, I get strings of black goo all over the horn. The silver polish has long since removed the tarnish and now I am fighting oil residue. The above suggestion should remove the oil and let you get the horn bright and shiny.
Getting rid of the oil helps me, I hope it does the same for you.
