Use any-ol' silver polish that seems to work, then get some of that Colgate-Octagon dishwashing liquid (large round yellow bottle with facets decorating its shape / very concentrated / low-priced). Go over the entire instrument - using your hands and/or a rag - and loosen up the silver polish from the sandblast finish.

Jet the silver polish and soap off of your tuba (outdoors) with a hose with a high pressure sprayer attachment or (indoors) with a shower massage set on the high pressure setting. The shower massage may work better even though the pressure will not be as great, because hot water is available on the shower massage.
