The bottom line is, you have to know what the going rate is and figure out were you fit in to the pecking order. Someone with your experience should be getting at least $20 per hour, and if you don't ask for that much, people might percieve that you're not as good since you aren't aking for as much as others. Odd as it might sound there is a perception that if you work for free or cheap, you aren't good and people will look elsewere.

Also, you need to do more than just send out some flyers. One thing that always worked for me was to ask local Band Directors to have you come in and do a sectional or two with the tuba/euphs. There aren't many band directors who will turn down an offer like this, and you will be able to single out some prospective students from working with the groups. Your studio will grow in no time if you are willing to provide this service once in a while.
