I think the obvious thing to try as a quick fix is to continue to play it on the BB flat tuba, but use an F tuba mouthpiece. This should be dramatically smaller and make the high notes, no matter what the horn, easier to play consistently.
All the other advice is excellent - this is just a quick fix. To play in that register you have to live there for a while. Mr. Herseth's philosophy on high register is: practice a fourth higher than you will ever be called on to play and practice all licks, in every key through the entire tange of the horn. Note: if you spend a lot of time practicing in the high register you will notice that your attack in the middle register gets squirely for a week or two, but will return to normal after a brief period of adjustment.
