There is nothing wrong with trying to get a cheap tuba/cheap sousaphone that is within your budget, that's not stupid. There is a comment below this tubenet BBS that is entitled "Is there a tuba out there for me?" There you'll find a list of places in which you could probably find a nice sousaphone that is within your price range.
