No, Jay's was his. I tooted it after he was long gone from UNT, and playing professionally in Austin and in Europe with the European Tuba Quartet. Or I suppose I should say it was his after he left, heh, heh. He used that instrument for his CD, Killer Tuba Songs, according to Bart Cummings's review.

Hmmm. The instrument you describe, however, is not one of the Barlow F tubas, which typically were not compensating but had five valves.

Bevan listed Jay as one of very few owners of these instruments, including such other notables as Steven Wick, etc., but maybe we are talking about different instruments.
