My son started tuba in the 6th grade and we borrowed a sousaphone for at home practice for his middle school years. His room was a bit crowded but otherwise he would not have been able to practice. The band director also let him borrow a 3/4 Bb horn through the summer. I finally purchased a used horn (miraphone copy) for less than $2000 when he was in 10th grade. He's still using that horn and has considered trading it in depending on what happens in college (he is going to minor in music). He should be able to get near what I paid for it back out if he does. In the meantime, it looks a little rugged, and it has it's own little idiosyncrasies but it sounds pretty good.
