There are literally hundreds of excellent tuba teachers out there and thousands of students. That said, where you go often depends on the degree you're getting. If you want to perform in an orchestra, chances are you should find a teacher in the top 25 orchestras (think Alan Baer, Ron Bishop, Lee Hipp, Norm Pearson, Warren Deck, etc.) or else someone who has a good placement record with students in orchestras. If you want to play in a military band, you should find a school with a teacher who has a history of being more geared towards that (i.e. Dan Perantoni). If you want to teach, I'm sure there are many people here who could give you better advice than me. If you want to conduct, compose, mix tracks, etc, look for a school that has a good reputation for that. Also, besides teachers, there will be many many other factors involved. For me, the teacher was the top priority.
