Don't you mean add three flats to the bass clef part? Like C major on trumpet (0 flats) becomes Eb on tuba (3 flats). it's the same as reading an Eb Bari sax (treble clef) part on a BBb tuba. Add three flats and correct for accidentals.
My recommendation for learning new fingerings is to play familiar material with some of the fingerings written in, because you already know how the piece is supposed to sound, and you'll know right away if your fingering is off. Erase the fingerings as soon as you can though, or earlier.
However you do it, remember to make beautiaful music!
