You've just discovered the drawback of a 3 valve tuba--the "hole" between the 123 combination (an "A" on your Eb) and the pedal (Eb on yours). But there's hope (after a fashion), try blowing a low Ab with all valves open (up). You'll probably get a somewhat funky sounding tone whose exact frequency will depend on the individual tuba, but it will be there. Then use valves to get lower pitches down to the pedal.

This oddball tone phenomenon is called "false tones" and while they do sound a bit rough at first, they can be made to sound halfway acceptable with practice.
