I would suggest that you look into getting a small CC tuba. It should provide enough sound for a community orchestra and would be good for higher register stuff (solo work, quintets, just monkeying around). Also, it wouldn't be too difficult to get one in your price range; I know you can find PT-3s and PT-4s in the area, and B&S tubas are somewhat expensive as tubas go.
But here's my real advice: Go into a shop that has one of these guys that knows a ton about tubas and talk to them. Look at previous posts about who the "good guys" in the business are (Mike Russo and Dave Fedderly come to mind), and put yourself in their hands. Good luck.
