I believe that it is quite a recent improvement. I just bought my 2145 from Mr Fedderly about 2 months ago and it, of course, has the bigger valve set. But some used horns I was looking at, some no more than 2 years old, had the smaller valve set and different thumb valve configuration. I talk to Dave a little about this, but I never heard an approximate date or even a year mentioned regarding these improvements.
