Since silver tarnishes pretty quickly, especially in urban environments (air pollution) and most instrument lacquer is slightly permeable, there would be no point to lacquering over silver. The finish would darken, and short of stripping the lacquer off, there would be nothing you could do about it. OTOH, brass will tarnish (darken) slowly under lacquer, but most people don't find the appearance as objectionable as tarnished silver.

Silver-nickel (mostly copper; no silver) is frequently lacquered to preserve a shiny surface.
