RTV stands for "room temperature vulcanizing". In general, it can be one-part (common bathtub caulk, aquarium cement) that requires water vapor to cure and smells like vinegar as it cures, or two-part (either tin-based catalyst or platinum-based catalyst). The two-part RTV silicones don't smell like much of anything when curing, but will cure, regardless of the thickness, whereas one-part RTV silicones will take forever to cure if more than about 1/4" thick.
I'm sure Dale was referring to one-part RTV silicone.
