"Pedal" really is a poor discriptor word, although is is effective at implying "really low." In most playing cirles it refers to the notes below the fudumental. On a CC tuba (another misnomer), this would be the notes below the C that is 6 spaces below the staff. I have heard many people refer to everything lower than F (4 ledger lines below staff) as pedal tones. Which is correct...neither. Basically, pedal tones are any low note that gets tuba players excited and bores everyone else.
