Concert pitch is a matter of notation. Only.

The picture is somewhat obscured by a lot of instruments considering themselves being in "concert pitch".

But aside from British and Dutch brass/wind band plus Drum Corps notational practises, all the tubas in B, G, F, Eb, D, Db, CC, and BBb, that have been used through history have been notated in concert pitch bass clef.

There are oddities around: The instrument called a Bb clarinet technically is in Eb. The "concert pitch" bassoon technically is in F with and extension down to BBb.
