I think this misnomer comes from the low notes organ pedals produce. As far as what a 'pedal' tone is, in the wind family only brass instruments have them. They are typically one octave below the first open note of the normal playing range. So it would break down like this....

Eb trumpet/cornet - 4ft Eb
C Trumpet - 4ft C
Bb trumpet/cornet - 8ft Bb (why 8ft all of a sudden? pitches are determined by the length that an open organ flue pipe requires to produce the tone, and they go in octaves from C to C)
Bb trombone/euphonium/baritone - 16ft Bb
F horn - 16ft F (yes, below the trombone)
F tuba - 16ft F
Eb tuba - 16ft Eb
C tuba - 16ft C
Bb tuba - 32ft Bb

The double letters (CC tuba, BBb tuba), come more from piano nomenclature than organ building.
