The fingerings you are trying are correct for a 4-valve compensating system in which the fourth valve tubing routes back through the first three, commonly found on Besson and Boosey & Hawkes instruments. But for conventional (non-compensated) systems you need to make compromises or pull slides. For more info than you may really want, see the Tuba-logic website.
