The second valve has got to be in backward. When someone re-assembled it they put the valve back together wrong. The plate that holds the cork bumpers is probably reversed, requiring the valve to be reversed and the linkage to be on the wrong side. If all these parts are reversed it should function correctly.

As far as it being extremely flat, that isn't surprising. The standard of pitch has fluctuated a lot over the last 125 years. It was probably a Bb horn when manufactured. Being a foreign horn, who knows what the standard was when it was made. Maybe as low as A=435. You'll probably have to have some tubing cut or learn to play it in the key A.
