Not so dumb, moderato you can describe as a walking speed and by adding con moto, it's a walking speed with your arms swinging. As applied to playing your horn, I imagine the composer wanted the allegro feeling, but didn't want the allegro tempo. Does the piece have a lot of triplet or dotted rhythm figures?
