In my opinion, NO German style F tuba that I have ever tried has a low register as good as either a Yamaha 621 or 822. But if you're looking for that "German" sound, then you have to learn how to deal with the funky notes. That being said, you should play the 182 for yourself. Matt Walters isn't buying it, you are. He would be the first one to tell you that a particular horn will often choose YOU. This 182 could be looking for you...you won't know until you play it. I've heard Scott play this horn, and have no trouble with the notes in question. It felt pretty good to me, as well. Good luck with your search.
