Those types of programs (3-7) do exist. Two in my area are Kindermusic and Yamaha Music. Kindermusic uses a lot of activities similar to those in Orff and Dalcroze approaches. Yamaha does too, but also includes keyboard based activities. The Suzuki method also starts with preschoolers, but is more like lessons on a specific instrument.
