As you point out, there is alot that could spark a real fight here.
The art of negotation is finding a "win-win" situation - something for everyone. The idea of having smaller ensembles going out to schools, etc. is an excellent idea. The musicians should be paid for this extra work. It would probably be much easier to get grants for this type of thing, as well. Unfortunately, it would probably benefit individual musicians, not the whole ensemble.
