I have been happy with the Meinl-Weston tuba harness. It spreads the weight of my 4/4 CC tuba onto both shoulders and is well padded and comfortable. Unsurprisingly, it fits my M-W tuba well. I note that M-W also sells an auxilliary strap for using this harness to carry a tuba without rings, but I have not seen it. I purchased the harness from Woodwind/Brasswind.
Since it's kind of elaborate, it's probably not for everyone; only you can decide. I live in the Boston area, and would be happy to show you the harness. Send me an email if you like.
