You should study up on the matter, because you are liable for knowing it. If you make derivative works without the permission of the copyright holder, it is indeed a violation of copyright, and I don't believe you can pass that liability on to your purchaser. They would have responsibilities regarding the right to perform, but not to the creation of the arrangement.

On the other hand, I know of several top-flight arrangers who have worked with the blessings of the original composer (but not the copyright holder), and hidden from the copyright laws. But they understand their risk.
