If the lacquer itself isn't shiny, then it's hard to make it shiny with something on top of it. Polishing the lacquer with a mild compound might shine it up, and it might just take it off altogether.
Thus, about the best you can do is to make it clean, with a bit of a protective wax to keep sprayed moisture at bay. Lemon Pledge works as well as anything.
