There are no exact differences. In the past, when I've made a bit of fun of these vague, widely-overlapping size categories of tubas, I've taken flames.

As an example, the Olds O-99 has a valve section bore size typically found on so-called "3/4" size tubas, but a bell and body size typically found at the small end of the "4/4" range.
