False pedal Eb is an octave below the Eb that is on the first ledger line under the bass clef staff. On a 4-valve BBb tuba you would finger it 124 (and lip up a little) or 14 with a slide pull. But on some tubas, like the Olds you can play it open and get a pretty good sound. On others, such as Bessons and Yamahas it is almost unplayable.
If you never need to play Gb or Db then you should leave your 3rd valve tubing the way it is. They apparently designed it with low C and B in mind. But in my humble opinion it is easier to lip DOWN (or pull a slide) to get those notes in tune than it is to lip a Db or Gb UP to the correct pitch when the 3rd valve tubing is too long. That's why I prefer to set my third valve slide to get the 2&3 notes to play in tune.
-I think this is just as true near the Mississippi as it is everywhere else.
