It is not always appropriate to compare sports and college music. Recruiting for music students isnt really as important to schools as recruiting blue chip athletes. its only important to us music geeks, and we think that our plight matters to the rest of the world, which it does not.

Same situation in my college wind ensemble about attendance. I have no conflict about this. Any person who stands in front of a band and tries to get a concert together by rehearsing the group knows this: You can not effectively rehearse a band with holes and parts missing. Attendence is more important than anything else. I am not sure I understand what your conflicted about? Do college tuba players really need to be tested on their whole notes for band class?
