Google "Memphis" and study the sociological data available.
These days, even in the "good" outlying schools rotary tubas are trashed within a few years. Yes, (not just "someone", but) Memphis is absolutely pulling down the curve.
I'm not sure whether your particular residence is more Birmingham, suburban, next-town-over, or what, but Memphis and,...say, Huntsville are on two different planets. Huntsville et al are artificially pulling the curve up.
