I have found the Humes & Berg aluminum tuba mute to be the closest thing to a practice mute that there is. It quiets the tuba down. and is not too stuffy, is also a good mute for anytime one is needed in performance, cost well somewhere over 1 Benjamin I'm sure, but not nearly so pricey as a Yamaha watcha gizmo. It may not be as quiet as some "practice" mutes, but as long as you don't have to practice FF all the time it does a really credible job.
