My thoughts:

I'd first use Hagerty Dry silver polish on the inside
of the bell only....it is a fine dry spray polish
which leaves a tarnish preventive....and it'd be
interesting to have a horn finished THAT way.
The Hagerty's could be used on the whole horn
without threat to what silver remains under all
that tarnish, remember though that tarnish itself
is evidence of the silver being "consumed" so if you
want a consistant appearance on your horn, and it
looks consistently olive-grey now, you might wanna
leave it that way.
