First, I have never tried popping it so I cannot say anything about that. I am surprised you have a 25 cent pitch varience between your mouthpieces - that is really a lot, perhaps if true would be to much to compensate.
As far as intonation, there is a slight difference, slight enough that it can be compensated without pulling the slides (I am not normally a slide puller).
Yea, I've seen adjustable cups for other instruments but not tuba. This is a custom job!
